When India's COVID-19 lockdown hit in March 2020, Data was building two things at once for the Rajasthan government: VideoMeet, a full-stack video conferencing and webinar platform, and a citizen e-pass system to let residents apply online for lockdown movement passes. The e-pass system was "RajCop Citizen," built for Rajasthan Police so residents could apply for a lockdown movement pass without leaving home. Dainik Bhaskar, one of India's largest Hindi dailies, covered it on 31 March 2020, within the first week of India's national lockdown.

The RajCop Citizen app didn't stop at e-passes. It grew into "Help Me," a citizen-safety module for Rajasthan Police: GPS-based emergency alerts, crime reporting, emergency-helpline access, and police-assistance requests, alongside digitized Tenant Verification and Domestic Servant Verification submitted securely online.
